Sheila A. Horox brings over 25 years of distinguished experience in armed law enforcement and protective services. She holds a Bachelor of Arts in American Studies from the University of Notre Dame and a Juris Doctor from Duquesne University School of Law. Sheila is licensed to practice law in the Commonwealth of Pennsylvania and is a Certified Financial Examiner.
Sheila began her federal law enforcement career with the U.S. Secret Service in the Chicago Field Office, where she led the asset forfeiture squad and investigated counterfeit currency operations. She later transferred to the San Francisco Field Office, where she joined the Electronic Crimes Task Force, working on high-profile cybercrime and one of the earliest mortgage fraud investigations.
While assigned to the protective detail for President George H.W. and First Lady Barbara Bush, Sheila became a certified Emergency Medical Technician (EMT) and was later appointed Lead EMT for the detail. During her time in the Houston Field Office, she successfully located and seized $16 million in artwork, preventing its illegal export.
In 2013, Sheila was selected as Assistant Country Attaché to the Netherlands, stationed at Europol through the U.S. Secret Service’s Hague Resident Office. In this role, she served as a Liaison Officer and, in 2014, was elected by her U.S. law enforcement peers to serve as the U.S. Head of National Unit Representative. Her work included extensive collaboration with the U.S. Department of Justice on Mutual Legal Assistance Treaties and international asset forfeiture cases.
Sheila also contributed to a Financial Crimes Enforcement Network (FinCEN) working group focused on Business Email Compromise (BEC), assisting in the development of procedural response protocols. She delivered numerous briefings and presentations at Europol on U.S. asset forfeiture law, credit card fraud, and digital currency—presenting to audiences that included Europol Director Rob Wainwright, European Commissioners, and visiting U.S. Congressional delegations.
Her international protective assignments include presidential protection advances for the 2014 Nuclear Security Summit in The Hague, the 2014 G7 Summit in Brussels, and multiple NATO Summits. She also conducted numerous foreign advances for former U.S. Presidents, First Ladies, and high-ranking officials from the Department of Homeland Security and the Office of the U.S. Trade Representative.
Sheila concluded her exemplary career in the Seattle Field Office, where she supervised the Asset Forfeiture Squad and led complex investigations.
